Lieutenant Colonel Gwynne Kinley-Way
Director, Walter Reed Army Institute of Research - Europe-Middle East
Lieutenant Colonel Gwynne Kinley-Way has served as Director of the Walter Reed Army Institute of Research Europe-Middle East (WRAIR-EME) in Tbilisi, Georgia, since summer 2025. Prior to this position she served as the Executive Officer for WRAIR-EME. WRAIR-EME advances Defense Health through innovative and collaborative research, public health, and diplomacy to support WRAIR’s mission to discover, design, develop and deliver globally impactful solutions for military relevant infectious diseases, brain health, and performance optimization. WRAIR-EME aspires to be the premier partner for advancing Defense Health in Europe and the Middle East, and hosts enduring programs in Georgia and Jordan.
Dr. Kinley-Way is a native of southern Maine. She earned a Bachelor of Science in Animal Science from Clemson University, both a Master of Public Health and a Graduate Certificate in Global Health from the University of Massachusetts-Amherst, and a Doctorate of Veterinary Medicine from the University of Georgia. She is boarded-certified in Veterinary Preventive Medicine and credentialed as a Registered Environmental Health Specialist/Registered Sanitarian. Following almost 10 years of civilian veterinary medical, surgical and emergency practice, and North American wildlife rehabilitation in Massachusetts, Virginia and California, she directly commissioned into the U.S. Army Veterinary Corps.
Lieutenant Colonel Kinley-Way's previous assignments include Brigade Veterinarian, 30th Medical Brigade, Sembach, Germany; Commander, Public Health Activity-Fort Belvoir, Virginia; Deputy Commander, 438th Medical Detachment Veterinary Service Support, Fort Carson, Colorado; Chief, Diagnostic Pathology, Walter Reed Army Institute of Research, Forest Glen, Maryland; Anatomic Veterinary Pathology Resident, Armed Forces Institute of Pathology, Washington, DC; and Chief, Carlisle Barracks Veterinary Services Branch, Carlisle Barracks, Pennsylvania. Lieutenant Colonel Kinley-Way deployed for 13 months to the Horn of Africa as a Field Veterinary Officer, 96th Civil Affairs Battalion (Airborne).
Lieutenant Colonel Kinley-Way is a graduate of the U.S. Army Command and General Staff College Intermediate Level Education Common Core and U.S. Army War College Defense Strategy Course, and has attended the NATO Senior Medical Staff Officer Course, Senior Officer Legal Orientation Course, Army Medical Department (AMEDD) and Army Battalion Pre-Command Courses, Interagency Institute for Federal Health Leaders Course, USDA Plum Island Foreign Animal Disease Course, Tropical Medicine Course, Combat Casualty Care, and AMEDD Captains Career Officer and Basic Courses.
Dr. Kinley-Way holds additional skill identifiers as an Agriculture Officer (6U) and Strategic Studies Graduate (6Z), in Medical Acquisitions Engineering & Technical Management (8X), and is a member of the Order of Military Medical Merit (O2M3). Her military awards include the Meritorious Service Medal, Joint Service Commendation Medal, Army Commendation Medal, Joint Service Achievement Medal, Army Achievement Medal, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Armed Forces Service Medal, Humanitarian Service Medal, Military Outstanding Volunteer Service Medal, Joint Meritorious Unit Award and Army Meritorious Unit Commendation. Her decorations include the German Armed Forces Badge for Military Proficiency in Gold.
LTC Kinley-Way’s husband is a Louisiana native and retired U.S. Army Strategist and Civil Affairs Officer. They have three sons.
